Population and Family Planning Office Document No. 79 [2004]
Population and Family Planning Commissions of all provinces, autonomous regions, and municipalities directly under the Central Government; Population and Family Planning Commissions of cities with independent planning status and the Xinjiang Production and Construction Corps; Offices of the Leading Groups for Population and Family Planning of the People's Liberation Army and the Armed Police Force; and Offices of the Population and Family Planning Commissions of the Central Government Departments and Central State Organs:
October 28, 2004, marked the fifth "Men's Health Day" since the National Population and Family Planning Commission initiated the campaign to promote men's health in 2000. In recent years, to further embody the spirit of "people-oriented and high-quality service" in my country's population and family planning work, various regions across the country, guided by the important thought of "Three Represents" and implementing the Scientific Outlook on Development, have carried out the "New Marriage and Childbearing Customs Enter Every Household" campaign. This has guided the general public to firmly establish scientific, civilized, and progressive marriage and childbearing concepts, and organized a series of diverse "Men's Health Day" promotional activities focusing on "paying attention to men's health and men's participation in family planning," achieving positive social publicity results.
The theme and related requirements for the 2004 "Men's Health Day" publicity campaign are hereby notified as follows:
I. Activity Theme
To ensure that the "Men's Health Day" publicity and education activities are closely integrated with the promotion of advanced population culture and the construction of a new reproductive culture, and to be more relevant to people's lives and the realities at the grassroots level, the theme of the "Men's Health Day" publicity activities in 2004 was "Focus on Men's Health, Improve Quality of Life".
II. Activity Content and Requirements
(I) Incorporate the "Men's Health Day" publicity campaign into the overall plan and activities of "Promoting New Marriage and Childbearing Customs in Every Household," and utilize various forms to carry out diverse and engaging public awareness and service activities to attract male participation and awaken men's responsibility for family planning. Around October 28th, all localities should organize centralized public awareness activities for "Men's Health Day" based on the theme and local conditions, distributing promotional materials, organizing expert consultations and free clinics, and providing reproductive health services to male citizens.
(II) Using urban and rural grassroots communities and population schools as carriers, we will promote and popularize relevant scientific knowledge about male reproductive health to the general public, provide reproductive health services to people of childbearing age, especially male citizens, help people understand scientific knowledge about reproductive health, overcome bad habits, improve their reproductive health level and family life quality, and promote family civilization, happiness and progress by paying attention to the male reproductive health status.
(III) Local population and family planning commissions may organize the creation, editing, and publication of books, posters, CDs and other promotional materials on male reproductive health, and distribute them to the public to meet the public's needs for relevant knowledge and information.
(iv) On the basis of doing a good job in pilot communities for male health publicity and education, the China Population Culture Promotion Association should further summarize and promote its successful experience, expand the field of male health publicity, enrich publicity forms and means, and organize mass male health community cultural activities.
It is hoped that all regions will carefully plan and organize, creatively carry out publicity activities for "Men's Health Day", and promptly report the relevant information on "Men's Health Day" activities to the National Population and Family Planning Commission.
